13.1b1, after.local not executed

i put statements in after.local file
but
these statements are not executed when pc starts up

if i manualy launch after.local with ./after.local then all statements are executed

i tried this

systemd and using the after.local script in openSUSE 12.1/12.2/12.3 - Blogs - openSUSE Forums

but
it fails
