On the opensuse site I see that the rc is available. If I install it and keep running updates will I get what the users of stable get on the day of the 12.3 release?
I’m not sure of that.
RC2 is due out shortly (I think Thursday), so you might as well wait till then. The repos are probably in a state of flux, in preparation for RC2.
I’m running RC1 at present. I checked the update site this morning, and it listed some conflicts related to a kernel update. I decided that it is wiser to wait.
RC2 should be very close to the final release. After the final release, you could run
to bring it fully to the release version. Just running updates might not be sufficient.

The documented method for this is a zypper dup, same as from beta 1 to
beta 2, etc.
