I need Latvian Keyboard layout. When lot of old stuff is gone, how to get it?

You can set your keyboard layout from your DE. I cannot understand your frustration. I think you missing something.

If you are using KDE, you need to enter ‘Keyb’ in Search and the keyboard layout module will appear, allowing you to add Latvian. Unfortunately, the link to this program from System Settings which was in earlier releases of KDE appears to have been missed in KDE4.6.
