I enable the desktop effect successfully, but everytime I start the system, the desktop effect is suspend, I should press alt+shift+F12 to enable it manually. HOW TO ENABLE IT AT START UP AUTOMATICLLY?

I assume you`r using KDE. If so… then:
Kicker-Configure Desktop-Default Application-Window Manager-Use the default KDE Window Manager (KWin). Check to see if it is checked. Make sure that is not checked the second : Use a different window manager.
yeah, I’m using kde and use kwin as my desktop effect manager. kwin has already been my default windows manager, it still doesn’t effect
