I would recommend a public posting of your project on a suitable platform of your choice.
Nowadays, Github or Gitlab are probably the leading platforms... Free for any public projects and supporting a versioning file system (git). Github broke original ground incorporating support for development code incorporating aspects of social media, allowing Developers to find each other more easily than on older code repositories like Sourceforge/Freshmeat which is also another good option.
A simple, single page that describes your project broadly, detailed objectives, application architecture and a call for immediate specific contributions might be a good starting point. Optionally you can also publish a roadmap and timetable for additional needs.
You might find hints on what to include in your initial announcement to the world in what is recommended in applications to Venture Capital, IMO the same things would be what you want to include... ie An Executive Summary, Elevator Pitch, brief Business Plan based on 3 or 5 years and expected ROI (results)... And don't forget what makes your idea a fire breathing world-beater.
You can decide what should be kept private if anything, of course publishing too much might expose your ideas to others who will simply use for their own projects. But, you need to say something that attracts the talent you need. It's hard but you need to strike that balance. If you have any background in modern development concepts like Agile Development, it could help you deliver a working product earlier (which basically means in perpetual development mode).
