cpupower not working with 15.2 on my laptop

cpupower used to work under leap 15.1 and now it doesn't.

I did not upgrade from 15.1 to 15.2, I backed up my data and wiped the disk to install 15.2 as a fresh install. The cpu is an old AMD-A10

Now I get:

To me it looks like it's missing some driver, but I don't know what.

I'd like to enable the performance governor

I use to have one of those Dells, do you see acpi errors (or something in the grub command line options) as acpi-cpufreq module should be loaded?

If no acpi options, try adding the following to kernel command line options via YaST bootloader;

acpi_enforce_resources=lax
