Would provide extra incentive to crush Germany first, and maybe reuse to make an alliance.
IIRC there is no default ruler of any country anyway… There is a group of names from which one is selected, unless your install has some unusual setting you may not see AH for a few games at a time.
Other countries have controversial leaders, too.
