    Post Mate-panel using 100% of CPU - Solved

    I noticed that mate-panel was using 100% and system journal was at 80%
    so I journalctl -f and found that /run/user/1000/dconf/<username> was not able to create file being written to 30 times a second.
    found that /run/user/1000/dconf/<username> was owned by root:root - chown to <username>:users and mate-panel and system journal both disappeared from htop.
