Missing VLC menu bar

I have a new 42.3 installation with packman. Most of vlc works however the menu bar
has disappeared from the top of the vlc window. The right-click menu still appears.

If I run vlc from the same user as the desktop is logged into then there is no menu bar.

If I run vlc from a different user then the menu bar appears.

In both cases I have deleted the ~/.config/vlc files and started from scratch.

Is there something in the desktop configuration that tells vlc to not draw a menu bar?

(or similar, it has been removed in Plasma 5.12 which I am using)

That fixed it.
