This is what I imagine doing to solve your current state.

    Code:
    su -
    pip3 uninstall mps-youtube youtube-dl pafy
    pip3 install --upgrade pip
    exit

    pip3 install --user mps-youtube youtube-dl
I recommend always using the --user flag to install things (as a normal user).
I've never had any problems after I started doing that.

That worked. Thanks! (even without the upgrade)
So what was the issue? What can we learn from that?

    Why?

BTW after all this I was able to uninstall the 3 packages, reinstall them as root and then run mpsyt as normal user.

It seems the issue may have been related to that thing called 'pafy' but I have no idea what it may have been.

I speculate that the issue had to do with
conflicting and/or outdated packages and/or botched installs.

    1. be clear about what user is using pip (avoid sudo)
    2. understand that packages are installed in different locations depending on the user
    3. normal users need to use the --user flag

    Let's change "I recommend" to "I prefer".
I prefer installing as a normal user
because there are no other users that need access in my case
and my home partition has much more free space.
