Default opensuse problems with russian characters

Hi. I have installed opensuse 42.2, configured, but I can't solve one problem. Okular doesn't open files which name contains russian character, also in terminal russian characters are not display correctly.

If i rename this file to, for example, file.djvu, it will be open. In other Desktop Environments this problem does not exists. I tried to delete and install kde, but it not give results.
P.S. sorry for my terrible english

Does it only happen in Okular and Konsole? You might change the encoding to utf-8 in Konsole and probably Okular if possible.

Your English is not to bad and you will no doubt make yourself understandable here.

But I wonder if it isn't better to ask this question in the Russian language part of these forums. After all they are using Cyrillic on a daily base and must thus be better able to help you.
