Gimp does not export xmc-files

When trying to export a xcf-file as xcm-file (X11 mouse cursor), I get first

• “xxx.xmc’ failed, permission denied” and then (as an old file xxx.xcm)
• “Plug-in crashed:“file-xmc, (/usr/lib64/gimp/2.0/plug-ins/file-xmc)”, The dying plug-in may have messed up GIMP’s internal state. You may want to save your images and restart GIMP to be on the safe side”. and " Saving ‘/home/…/Pictures/xxx.xmc’ failed.procedure ‘file-xmc-save’ returned no return values". (as a new file)
  Restarting Gimp doesn’t help. Any advice?

Addition: of course above old file is xxx.xmc. Gimp generated an empy file with root permission only.
