Why not use the crop tool and just select half?

    Good luck.

I would do it this way. Use the measuring tool to get the acurate size
of pice (width and height) you want to cut out. Then select it, cut it
out with shortcut keys (Crl+x) and start new picture where you first
enter the exact width and size from the piece you have formerly measured
and then paste the piece with Crl+v.

Once you establish and select the piece you want to copy (as indicated
by arcull): If you do ctrl+c it will copy the selection to the
clipboard. Then if you do Shift+ctrl+v it will paste it into a new
    picture of the correct size.

You might find 'YouTube - Copy a selection and paste into new gimp doc
    correct size' (http://youtube.com/watch?v=ArRl-9-MG2o) useful.

Quite a few nice gimp tutorials on youtube.

Don't be in a rush. Play with gimp for a day trying all those functions
    repeatedly.
Visit the link from the poster above and similar on the net, in due
time you will be an expert.
