related to the theme breeze behaving strangely . I can not change the configuration settings
from the themes nor apply the theme breeze at will . In addition, the wallpaper of the Welcome

I doubt that *everything* related to the breeze theme behaves strangely...

    You can.
Just enter the "Workspace Theme"->Look and Feel module first (you don't have to change anything there), and it will work.

If that's not what you mean, please be more specific what you mean with "I can not change the configuration settings".

In addition, the wallpaper of the Welcome
screen appears scaling and does not match the size of my screen.
    That's normal.
The splash screen displays a 1920x1050 (i.e. 16:10) picture and scales it to the screen. You probably use a 4:3 resolution, right?
This is "fixed" in Plasma 5.5 btw, the wallpaper is enlarged and cropped in that case so it fills the whole screen.

If that annoys you, set a different wallpaper that matches your resolution in the splash screen and screenlocker settings.
