Can setting 'Steam web helper' priority to low cause Gnome to crash?

I shouldn’t have tried this, but I set **‘Steam web helper’ **priority to low in Gnome’s System Monitor. Not long after my entire desktop froze, but I was able to navigate in the Steam client although the application menus didn’t work. I opened terminal and used “top” command. I attempted to kill Steam, but the program didn’t shut down. I’ve before killed several games that didn’t work through Wine in the terminal. Is this possible when Gnome doesn’t respond?
This has happened two times after that. On last time I had to do a hard reset but I had used **gnome-shell --replace & just before (the command has nothing to do with this case, running was an user error).

Do the changes I’ve made to the system processes stick after a reboot?

EDIT: The priority for Steam web helper was ‘very low’, not ‘low’

Ignore this thread, this happened because of another issue. Not related to Steam and setting process priority.
