    Default KDE4, Plasma, Virtual Desktops, different widgets

    I have the Different widgets for each desktop selected in the Workspace Behavior section of the Desktop Configuration tool. Are panels widgets? I place a panel on top with links to apps to act as a launcher. But the panel(s) is/are present in every desktop. My other desktop decorations such as the Analog Clock seem confined to the desktop I put them in. Is there a way to create individual panels for the desktops?

    Panels are "widget containments".

    No.
    KDE displays the same panel(s) on every desktop and in every activity.
