Now that I think, using Thunderbird I know that I write chars beyond the
    127, surely encoded as UTF. For instance, '' ('a), '' (~n), or ''
(long dash), '' (...). Let's see how they come out in this post.

On my nntp side, I got the post correctly.
On web side, all those letters were replaced with a question mark inside
    a black rhomboid.

    Sigh... :-(

I must remember not to use them again :-(

    From your headers:

    Content-Type: text/plain; charset=windows-1252

    From my headers:

    Content-Type: text/plain; charset=UTF-8

    Use UTF-8 and not windows-1252.

(Subject lines get munged still, but bodies should work just fine if
    you're using UTF-8.)

Now this is weird, because I have set the default on this account to UTF-8

Maybe it uses the encoding that was used on the post I'm replying to,
but that was "US-ASCII". So I'll try again on this post: as you use UTF,
maybe the reply will go in UTF.

    Test: 'á' ('a), 'ñ' (~n), or '—' (long dash), '…' (...).

    Yes, that's it:

    Content-Type: text/plain; charset=utf-8
    Content-Transfer-Encoding: 8bit

And they appear right on both web and nntp side!

So the issue would be telling Thunderbird to create all reply posts in
UTF, ignore the post I'm replying to.

On the other hand, JtWdyP should configure Alpine to use UTF instead. I
    did, time ago:

    Code:
Display Character Set = <No Value Set: using "UTF-8">
    Keyboard Character Set = <No Value Set>
    Posting Character Set = UTF-8
    Unknown Character Set = <No Value Set>
    Editor                            = jstar
And then maybe the issues he had with the rejection would go away.

It would appear that on Jul 19, Carlos E. R. did say:

Thanks... I read the help text, and it sounds like it might help. So I set
    it thus:

    Code:
    Posting Character Set = UTF-8
