    What better way to back up a specific packages ?
    exmple : VLC & blender

    I do not quite understand what you want. A package like VLC is installed from a repo. When you lose it for some reason, you simply reinstall it. The (mirrors of the) repostories are your backup. They are spread over the Internet.

    Or do you mean something different?

    The downloaded app is cached in /var/cache/zypp/packages after being installed if you want the rpm package for offline storage. Some people do this to keep from downloading apps/updates on future installs if they have limited internet.

    in Deban and Ubuntu i can install applications without the Internet using backup packages

    Open Dolphin file manager. On the left click on "Root". Then navigate to /var/cache/zypp/packages. A copy of all installed apps are kept here in their corresponding folder according to which repo they came from. Copy what ever you need and then transfer them to another install. You will need root permissions to copy them back to the root directory. If there are no packages here, then you must have cleaned the zypper cache at some point and they have been deleted. Your english is kind of broken. Sorry if I'm not understanding your question.

    What folders are in /var/cache/zypp/packages? They will contain the downloaded apps.
