Upload them into the users ~/.local/share/gnome-shell/extensions/
directory. To configure you would need to run a script and use
gsettings to set as long as they have a schema…

No problem. If you want them system wide look down in /usr/share/gnome-shell-extensions, there are also some overrides files that can be tweaked as well.
If you have some specific examples of extensions needed, then can probably provide further info, then of course they can always be packaged up as rpms…
