I haven't looked at this very recently but in general what I've found...

    - If you're looking for free or low cost non-Adobe tools, almost all I've looked at use ghostscript to provide functionality.
    - Be aware that at least based on the various apps I've looked at there can be compatibility issues if you're creating PDFs for others to view (and especially edit). Depending on your audience you may find yourself forced to use Adobe's products which generally are recognized to create "industry standard" PDFs.

A simple command line tool that does what you want is pdftk
    https://software.opensuse.org/package/pdftk
there are gui wrappers for it
    https://software.opensuse.org/package/pdftk-qgui

a more feature complete pdf editor (with it's own GUI) is pdfedit
    https://software.opensuse.org/package/pdfedit
unfortunately that's a qt3 application that hasn't been ported to qt4 or qt5 still works fine tho.

for editing bookmarks in pdf's there is a simple java application that works quite well is jpdfbookmarks
nobody has packaged that app so you'll need to get the binary from sf.net
    http://sourceforge.net/projects/jpdfbookmarks/
being a java application it runs on all operating systems with a java virtual machine so just get
    http://sourceforge.net/projects/jpdf...ar.gz/download
unpack it to a folder of your choosing and open it with java

you only need commercial adobe style apps only if you want a wyswyg editor

A software search on software.opensuse.org revealed this application
    https://software.opensuse.org/package/pdfeditor
suprisingly there is no opensuse package only fedora, a google search revealed it's a commercial free for home use application that should run on opensuse, the interesting thing about it is it seams to been have compiled only for linux there are no win or osx ports availoble on it's homepage, you can find 32 and 64bit rpm's there

I haven't tested it but it might be worth a try

for a few years the following have been used

    1. PDFsam - PDF Split and Merge | Split and merge pdf documents ...
    www.pdfsam.org

    2. Libreoffice - Draw for editing, flavour of the day
can be messy on some pages, normally ok

    3. Bookmarks never used

Depending on what you want to do, there is pdfjam which is a suite of shellscripts which relies on various programs distributed with LaTeX. You may find that installing it installs a lot of programs you do not want unless you are a regular LyX or LaTeX user. However, I have found it pretty reliable in what it does.
