KDE-Playground: Similar in scope to KDE-Extragear, this pseudo-package contains mostly pre-release and unstable software not part of the main software release. It is a place for applications to mature before being presented for public consumption, and should not be considered for regular users.
Somebody please test this and report whether it works (I cannot do that myself as I don’t have an Android device).
Unfortunately it doesn’t build for 12.3, so I’m not sure whether it will be accepted in [noparse]KDE:Extra[/noparse] then…
This might actually be the reason why it is not there yet. Well, maybe I am able to fix the build, but probably the KDE version is too old there as it builds fine for KDE_Current_openSUSE_12.3.
According to KTp - KDE Community Wiki, the current version is 0.8.0, whereas [noparse]KDE:Extra[/noparse] already has 0.8.1.
And looking into the git repo indicates that 0.8.1 is indeed the latest release.

Btw, your link is about the work that has been done at the KDE Telepathy Sprint in April, it doesn’t mention any new release.
Not really before the Sprint, that was from 10. to 15. April, and 0.8.1 has been released on 25. April.
And as mentioned it is the latest one available for download.
But 0.8.1 is a bugfix only release. I guess it does contain the bug fixes mentioned in that article.
New features will have to wait until 0.9 I suppose. I have no idea when this will be released though.
