glipper can not run in 13.1 x86_64 gnome 3.10 .

$ glipper 
Traceback (most recent call last):
  File "/usr/bin/glipper", line 13, in <module>
    import glipper, glipper.defs
  File "/usr/lib/python2.7/site-packages/glipper/__init__.py", line 5, in <module>
    import gtk, gtk.gdk, gconf
ImportError: No module named gconf

After I install python-gconf manually , it works.
Why does not glipper check installation of python-gconf automatically ?

I used Parcellite on GNOME 3.10. I also use “Top icons” extension which
puts Parcellite on the top panel

openSUSE 13.1 (Bottle) (x86_64) 64-bit
