    Nope. It is whatever you use for the system.
    You're right, sorry. I just checked on a fresh Factory installation.

    But I seem to remember that that was not always the case.

    It effectively sets the language to english for that particular command, so "rpm --version" will return something like "RPM version 4.10.2" also with your language settings.

    If you prefer I will take care of the bug report, but that will have to wait till tomorrow.

    But there must be differences compared with en_EN. I don't have that
    clear. Maybe related to sorting strings. UTF-8?

    There is no 'en_EN'. I guess you mean 'en_GB', right?

    I don't know all differences, but I think the sorting is different, yes. (that doesn't matter in this case of course)
    IIANM, the 'C' locale sorts regarding the ASCII code, so 'Z' would come before 'a' f.e.
    And it doesn't support UTF-8, just one byte characters.
    And, I think, 'C' just uses the untranslated texts in the program (which most of the time is english), whereas 'en_GB' would use the translation in /usr/share/locale/en_GB if available.

    Anyway, bug reported:
    Bug 61 – checkinstall doesn't work with certain locales
