I believe that's tearing, common in weak video boards or due to driver issues/configuration.

I have seen this on my eeepc
Couldn't decide if it wasn't partly a result of sub-pixel hinting

I've seen odd graphics artifacts on a couple of machines over the years,
and it's generally been heat related. Any way for you to check the temp
of the GPU in your system?

    Temp is good.
It happens on cold boot anyway.

It happened this AM, I logged out and in to a new user and all was good > then back to normal user and all was good too.

Here is a capture of the top left corner, the only area affected.
    SUSE Paste

This AM I started out booting to Mint 14 to check it there first. It was fine.
Reboot to OS, and there it is.
Logout and back in and it's cleared up

If you were to move those icons further down screen, does it follow any one/all of them?
