What version of openSUSE are you on, Tumbleweed?
    Kernel: 4.12.14-lp150.12.7-default x86_64 bits:
    64 Desktop: Gnome 3.26.2
    Distro: openSUSE Leap 15.0

Tried, still same error, I dont think its related to corrupt repository data.

You should probably file a bug https://bugzilla.novell.com/index.cgi
Read https://en.opensuse.org/Submitting_Bug_Reports before filing the bug

your forum credential should work there.

    Meanwhile you can use YaST--ncurses
    Code:
    su -
    yast
    GNOME Version 3.20.2
    openSUSE Leap 42.3 64-bit

when using tumbleweed you should post problems to tumbleweed until
and unless you are absolutely sure the problem seen is not tumbleweed
related....and, if you are not experienced enough to know if it is
tumbleweed related or not then you are probably too new to openSUSE
    effectively use tumbleweed..

ymmv--others may have a different opinion.
    but, they would be wrong

Though I am using tumbleweed I was very sure that the problem is not due to that, but after your comments I deleted the tumbleweed repo and did zypper dup , reboot and the same error is still there...
my installation was fresh (12.3 dvd) and yast was working fine. I am facing this problem since last few days...I did google for the same but found nothing as well as there is nothing on forum related to that error.
I am not a pro but using Opensuse since 10.3 version and knows very well - how to use tumbleweed 'effectively'.

Are you using English by default? My guess is a bug if it does not straighten out after a couple days/week of zypper up.

ok, so we know (now) that it is not a tumbleweed problem and you are
    therefore in the right forum:

    1. have you tried using zypper to remove YaST, and then re-install
YaST and see if the error thrown changes?

    2. what desktop are you running when yo see this error?

    3. do you have any other desktops installed?

    4. do they all throw the same error?

    5. the error includes words like Unicode, Latin-1, and locale name
    *not* valid....so i ask:

    a. did this install every work correctly? if so, did it stop after
you changed system language or locale? (maybe moving from english to
some other language....or from somewhere in the USA to somewhere else.

    b. if so, how did you make those language/locale changes

    c. if you shutdown YaST and then launch it using the following in a
terminal, does it run without errors?
    Code:
    LANG=US.UTF-8 yast2
