    Right-click on clock applet->Digital Clock Settings. Then use the dropdown box labeled "Date format" to choose how you want to display it. Click "Apply" or "Ok".

    What panel? It seems that you use a desktop environment. My guess is that these sort of features can be very different in different Desktop Environments. Thus it would be worthwhile to tell which one you use. Because else we either have to tell you the solution for KDE, Gnome, LXDE, ...., or we just offer you the solution for one of them without telling you for which one

    A mistake I made, as well. I just assumed KDE, but he could be using anything.

    Unless you run xclock. Alt+F2 ==> xclock (or) Alt+F2 ==> xclock -digital
    GNOME Version 3.20.2
    openSUSE Leap 42.3 64-bit

    I am pretty sure that xclock will not run in a panel of any DE, as the OP asks for.

    After right-clicking the clock the only hotspot related to settings is "Date and Time Settings." Clicking that opens "Date & Time" settings from System Settings. There is no drop down for date format. There is no applet I can find in the System Settings for controlling "Date format."

    It's the default openSUSE 12.3 installation. I believed the black bar across the top of the screen is referred to as "the panel." It has the word "Activities" at its left end, the clock showing day and time but not date in the center, and several indicators on the right end.

    The "Details" applet reports in the Overview section GNOME Version 3.6.2

    It seems that you are not to sure about what you are using that you can not tell out of youreslf you use Gnome.
    There are quite some differences in the different desktops, specialy for the sort of settings you are after. Thus telling us what dektop environment you use in the first post will:
    . give you a quicker to the point answer;
    . will avoid people having to ask you;
    . will avoid people to throw useless answers to you;
    . will give people that are not Gnome users a chance to go for another post where they can help.
