Hello everyone,
I would like my kde to always save the previous session (that is configured through control panel already) but on request to start a fresh kde. Is there such a way to do it at the login screen?

Nope. Not without a lot of manual work, with danger of undo on next update. But …
KDE has a feature for that: Activities. Create one with everything open, create one with nothing opened, i.e. a default “empty” KDE session. I’m not into this enough (yet) to give more detauls
