Probably by changing the font but, as you say this is linked to webkit, you may also get an answer from Internet & Network • KDE Community Forums or i18n & l10n • KDE Community Forums.

truth is i may not understand your qustion/problem...because i see what
looks like Arabic to me in both kontact and konqueror (in your screen
shots)...which tells me those applications are correctly handling the
    text within them...

but, what i do not see is Arabic in the applications menu...which means
to me the _system_ language has not be set...to do that try to go
YaST > System (on left) > Language in the "Primary Language" block spin
to "Arabic" and click "Ok" after which you should have Arabic everywhere
in menus, in applications (which supports Arabic, some may not--i do not
    know)

there is the chance to leave the primary as English and make Arabic the
secondary...but, i'm not exactly sure how to switch from one to the
other...so, proceed at your own risk--or just wait for someone who know
    to post!!

The CD does not contain all languages, they have to be installed later,
online. And I'm not sure if Arabic is one of the fully translated
languages. They are KDE apps, so they are translated upstream.
