    This usually happens with applications installed in Wine that are added to the Desktop. Once you click it (launch the application) in kde the mark goes.
    Is this what you have?

    for me that happens not only with wine app.s, but any application icon
    that doesn't come from it's standard location, i.e.,
    /usr/share/applications. if i copy an icon/launcher from the start menu or
    any other folder, it asks me once if it's ok to run the app.

    Yeah, it was Filezilla ... I didn't use wine, but I did send it as a shortcut to my desktop folder. That's when I noticed the mark. After I clicked it and used the app, it went away.

    It means that it is an application link (or so) that is marked as 'not executable'. For instance if you grab a *.desktop file from /usr/share/applications and copy it to your home folder then the new file will bear this emblem. Once you mark it as executable*, the emblem will go away.

    ^^^ Keep in mind that this is with a different icon set.

    ETA:
    * Starting the application and confirming that it is OK to be run, is a way of marking it as executable.
