I need to use Skype, so I intalled the suse rpm from the skype
website, as my system is 64bit (openSUSE 11.3 x86_64) I also installed
the 32bit libraries, but there's no way to make the webcam to work, I
get a black screen, I tryed the LD_PRELOAD method from the
    http://en.opensuse.org/SDB:Skype and nothing. Any help?

Does your camera work elsewhere? For example in VLC?

Try installing libv4l (it's a collection of video libraries for linux)
    Linux 4.12.14
    openSUSE Leap 15.0 - 64 bit
    KDE Plasma 5.12.15
    KDE Framework 5.44.0
    Qt - 5.9.4

Hmm ... ok ... I typically install Skype from a user repository on the OBS .... more on that later ...

That command should NOT work at all with your webcam. That is for gspca webcams, and your webcam is a uvc webcam. That suggests to me that you may not know what driver is associated with your webcam (and apologies if I misjudged).

I'm a strong believer that users should understand better their hardware and know if they have a certain type of hardware and know what drivers are associated. ie For example, from my point of view knowing if one has a nVidia or AMD or Intel graphic card is important and its important to know what one driver one is using with those graphic devices. Similarly it is important to know if one has a gspca or uvc compatible webcam ... (and there are also other types of webcams ... ).

Excellent !! WELL DONE in providing that. With that information "064e:a103" one can look here: Linux UVC driver & tools and quickly determine your webcam is a 'uvc' compatible webcam. That information IS important.

Being uvc compatible means the webcam should 'just work' with GNU/Linux as the 'uvc' kernel module (ie driver) is included with every kernel delivery/update.

Now it is possible installing libv4l will help you (as recommended by GazetaCypr). It is needed. Its also possible you have it already installed and your Skype is not configured well.

If installing libv4l does not help you, then I recommend you do the following:
    (1) remove Skype !! (use YaST)
    (2) remove the directory /home/yourusername/.skype
    (3) reinstall Skype per the commands below (with root permissions) one at a time:
    Code:
    zypper ar http://download.opensuse.org/repositories/home:/Lord_LT/openSUSE_11.3 skyperepository
    zypper in skype
    zypper rr skyperepository
    and then try Skype.

Do NOT forget to send that last command "zypper rr skyperepository" as it IS important.
