Just upgraded from 11.3 to 11.4. Desktop is configured for two displays. Not TwinView or Xinerama. Panel settings in XFCE allows you to create a second panel but it will not move it to the second screen it deletes the panel. I have tried with old home directory and a clean empty home directory. I have also tried with root, the panel gets deleted when you try to move it.
