I use Index of / like you. I think the packman repository slows you down, because the skynet.be server is a bit weak.

mirror speed is only one of many variables…and, the fastest mirror
this second, may be the slowest for the next 24 hours…those things
can change by the minute (practically every mirror is hosted on a
university campus, government resource or business with a big
heart–and all of those can be expected to throttle back the
delivery speed depending on their internal demands…
