Default Changes made in KDE don't stick

I'm on KDE 3.5. When I enter the control center and try to disable the sounds KDE makes at startup and shutdown (Sounds & Multimedia -> System Notifications), I click apply, but the startup and shutdown sounds still happen. Restarting the control center to check if it really did apply the changes I asked for shows me that the sounds have been disabled. As well, when I try to use custom colors for the taskbar, (Desktop -> Taskbar) I can apply the changes, but nothing actually happens.

Bug, or am I looking in the wrong sections to do what I want? Simply put, I don't want any sound when I log in or shut down the computer, and I want to change the background color of the active task on the taskbar.

Just a though... check if you have selected to start a previous "manually"
saved or an empty session on KDE.

It's under control center / kde componets / session manager
