Anyone still downloading that splist blacklist? Is that list even being updated or is there a different list or better (more current) blacklister that I can use?
I don’t really use such lists, no need for them.

You can add it to ktorrent, save it somewhere in your /home/username as the extracted .txt
Point ktorrent to it
Update it weekly.
Yes bluetack lists get updated quite often and I use it. Ktorrent supports it too and it was me who requested support for gzip compression for these lists. You should get the level1.gz one, not splist
