    The only thing you need to do is right click on the KDE panel and act as if you are going to add a widget. The extra bar above the panel will open.
    From here on, move your cursor on top of the icon you wish to move. The cursor will change into an axe with four arrows. Now move you icon to the place you want it to be and clock the close button on the Add widget bar to exit edit mode.

    that is what i have been doing to move an icon. i can grab the icon with the arrows and move it. the problem is when i release it the icon jumps back to the starting point. it seems to work ok on my 11.1 machine which i also did the one step kde4.2 update on. it is hard to understand why this feature is better than the simple method employed with kde3, more moves [more work] is better?
