How to change the gnome-panel text color ?

By default on my opensuse 10.3 gnome system is the black textcolor of the gnome-panel text.

Is there a way to change that color to white or any other color ?
I found a way via google by changing the .gtkrc file in the homefolder, but there is no such file, only a similar file that has two include lines from which one is to load a file .gtkrc.mine from the home folder. I created that file and added the lines I found here : Change Gnome Panel Text Color « BrentRoos.com

But this didn’t do anything, text is still black.

The issue is that I want to change the background of my panel to black and this makes the text unreadable.
