Several repositories are failing on what seems to be a permissions problem.

For example, all attempts to retrieve from

Index of /distribution/10.3/repo/oss

are met with an HTTP response 403

Works from here through a browser, so I assume it is a mirror acting up. Try adding a mirror manually.
