This is KDE 3.5 with Superkaramba, Liquid weather and the icon set "Pod". You can find it on the liquid weather site.

Sure.
Its oxygen widget for Superkaramba.
You can install superkaramba from yast and then install this monitor theme in superkaramba.

Alternatively you can use community repo, but i am not sure about oxygen theme would be there or not.
