Good day!

I am thinking to start own build service repository to rebuild some packages basing on opensuse src.rpms, but I can't find any user agreement or something. Tell me please, is it legal to build uncrippled versions of Xine and Kaffeine using OBS?

Both examples you give a 'crippled' due to patents - you should not build those in the OBS, they will be removed.
