Try manually putting your ISP DNS entries into your resolv.conf file and skip around the router.

I had the same problem, disabled ipv6 and browsing and most net activities worked, but couldn't ssh/wget or anything like that. YAST probably relies on wget or another tool that was failing at DNS, and this fixed it for me.

Try it out see what happens.
