You have to boot to windows to defrag. Control Panel - somewhere here ? Not certain but might get there from My Computer.

Personally I would partition from a live cd like Parted Magic

I know where the partitions are located in windows. There's no way to defrag. without a cd?

I found how to defrag. the ntfs partitions on windows and am waiting for that now. After this is done, can I reboot to linux to repartition instead of creating a gparted cd?

I would burn a cd of Parted Magic
Much less chance of errors, than doing it from your linux install.

But It can be done directly from the suse cd or dvd installer. It's just some people get confused by it. What are you using a cd or dvd for install?

Then I would say use a cd of Parted or similar.

Right but I have gparted on linux. Can I do it from there without making a cd?

A live CD such as Parted Magic: Downloads - Parted Magic
It's not used in windows, it is burned to a CD and you boot from it. It's like a live Linux CD.
The problem you have of using Parted from your actual Linux install is your partitions are mounted.
