Default Start up Keyboard Problem

I would like to install Turkish-Q Keyboard. From the Yast I set up Turkish-Q keyboard layout as my first preference. Then I can use the keyboard in Turkish layout. When I restart the computer it goes back to English-Q keyboard layout. How can i permanantly use Turkish-Q keyboard layout?

I found a solution. I installed trace kernel and running it. Everything is working just fine I can use Turkish Q keyboard now...
