Default Sound Equalizer???

Is there any hardware sound equalizer where i can add sound effects system-wide?
For example, add more bass effect so it apply over the whole system if you understand what i mean?

Or... adjust the sound so it fits me with an system wide sound eqaulizer.

Whilst I've never tried (as my Audigy supports Tone control via the mixer) there's an equalizer functionality in the GStreamer package that would take effect for each program that uses it.

However if Alsa does not support tone control for your soundcard, you're a bit out of lucky for a truly global eq.
