Not sure how to diagnose this one....wondering if this might be an interrupt conflict issue. Have you tried switching the usb devices and sockets around? May also be worth trying another brand of usb mouse.
Start with cat /proc/inerrupts lsusb This may help someone to assist you further. |

This happens to me on my box, usb mouse plugged in to a usb keyboard. But I don't have a usb modem. Sometimes it's ok , other times not. But it's easy just to move the mouse in the keyboards usb port.
