Checked 2 m/c's with 4 fully updated 11.2 systems (2xKDE and 2xGnome).All have Firewall running as nomal from boot. They have all been rebooted since their last update.

I've got a desktop and a laptop.
Desktop : 11.2 fully updated from factory x86-64 - Firewall OFF
Laptop : 11.2 fully updated from factory x86 - Firewall ON
Curious behavior I must say.

MY firewall wasn't running by default upon installation - if this is what you're trying to deduce.
Or to be perfectly correct - it was not running the first time I checked - which wasnt too long after installation.
