I am a linux amateur who is trying to record speech using jack (controlled via qjackctl) with 16000Hz. Unfortunately, when I select or manually enter a sampling rate lower than 41000Hz in qjackctl, the choice is ignored. Higher sampling rates on the other hand are handled as expected. Why is that and how can I set the desired sampling rate? I am glad about any advice.

Is is possible that this problem is due to the sound hardware (an Intel onboard chip)? If so, is there any way to perform downsampling on the software side when selecting the desired sample rate for jack? Thank you!

Yes, many low end sound chips (even the better SB Live cards) have hard wired sample rates. Unfortunately I don't know how to change that on the software side. I know there's a way, I just never have tried, so I am not really sure.
