Need Help Modding For Fear Pc Game

The sdk manual gives great detail over everything, but where to put files, what files are moved, and where put them to make changes stick. I fixed the lame flashlight(2 hours of light, 60 seconds for full charge), but there are no step by step instructions what to copy and where to put them to make the mod work. There is nothing on internet on the subject after 5 hours of looking.
