There are a couple of ways to do this.

The SUSE version is an older one, but the process is the same. I used a variation of this before I had broadband at home by using an external USB hard drive and taking it to work, then running
rsync to download the changes. All I had to do when I got home was plug it in and run the YOU updater. Worked great.
If you wanted to make a CD or DVD from the portable mirror that should not be that hard to do since you will already have the directory tree downloaded. All you should have to do is make a DATA CD from it and you will be good to go.
