Apache & Utf-8 On Suse 10

Hi,
I have a problem with a server witch runs Suse & Apache as web server.
I have added this lines into httpd.conf,

AddCharset UTF-8 .utf8
AddDefaultCharset UTF-8

and didnot help.
The problem is when trying to access a STATIC utf-8 document, all the text gets into ???????????, I have to refresh the page to get the text displayed as they should.

But If I retrive data from a MySQL database (dynamicly) there will be no problem.
