Default Silly network issue - cannot connect from one device

Silly networking issue:
All other devices on network can ssh / have server Proxy access to squid on / etc
My own laptop receives following message when using putty to access server:
Network error: Connection refused.
Have checked / disabled / edited / exorcised the firewall -> no change
Have done the same for all putty, etc ... only on this one XP workstation.
However can ping.

Have you disabled the firewall ON THE LAPTOP?

Have you done
start
run
cmd
telnet 'ip address of server' 22
